Valts Pūce was born on February 7th, 1962 to the family of director Voldemārs Pūce. He graduated the Emīls Dārziņš College of Music (1969–1980) and the choir conducting department of the Latvian State Conservatory (1980–1987, professors Juris Kļaviņš, Ilgvars Matrozis, Mendelis Bašs). At the Latvian State Conservatory, he studied composition with Pauls Dambis, Selga Mence and Pēteris Plakidis. He directed the choirs of Aloja (1980–1984) and Ulbroka (1986–1994), and the vocal ensemble Liesma (1982–1986). He has worked at the State Professional Technical Education System Culture Centre as a vocal genre methodologist (1986–1990). In 1986, he founded the ensemble Marana. He is a member of the board of the Latvian Authors' Association as of 2000. He is a member of the Latvian Composers’ Union as of 2006.
